I've found that the body adjusts immediately after sugar and refined carbs have been removed. Insulin will absolutely balance out when these changes are made. One of the best ways of ensuring that you are eating the right combinations of food to balance insulin is Metabolic Typing. This might be of help to you also.
Their also may be other root causes to address – a licensed naturopath may be a good idea.

I have been struggling with anxiety/reactive hypoglycemia for almost 10 years now. I didn't know what was wrong with me until about 2 years ago when I had a glucose Torrence test done. Eating a low sugar/healthy diet has helped quite a bit. Thank you for your video.. I would like to hear more about the subject.. Does it take time for you body to get used to a low sugar diet? Will insulin levels balance themselves out when changing diet?
